- Preheat the oven to 220°C (430°F).
- Sift the flour into a large bowl.

Make the batter
- Cut the butter into small pieces and rub into the flour with your fingertips until crumbly.
- Stir in the sugar and both types of chocolate chips.
- Add the lightly beaten eggs, the milk, the orange juice and the orange zest.
- Mix until just combined; do not overmix.

Baking
- Grease a muffin tin or line with paper cups.
- Spoon heaped tablespoons of batter into the tin.
- Bake for 15–20 minutes until golden and a skewer comes out clean.
- Cool briefly in the tin, then transfer to a rack.
